Some existing human resources agencies still limited in some traditional information publishing way, this had many malpractices, job seeker can contact few information and the employer was limited in few channels to publish information.In the process of job seeking, it is still inevitable to expend massive manpower and physical resource, and the related government section could not know promptly and carry out overal planning and management for these supply-demand relations.Therefore, it's a must to change the traditional intermediary pattern to make full use of its service advantages.For this purpose, we propose one solution based on the Web to make the human resources market transfer to be the network intermediary, using modern information processing technology centering on computer technology to promote human resources to be intermediary service industry. Developing HR management system can solve kinds of group's employment problem, deal with and feedback labor force resources supply and demand information promptly.Through the design and realization of manpower employment system to realize the intermediary service pattern based on the WEB , Shanghai human resources intermediary service industry can enhance information intercommunication and labor market standardization. The final result is to complete a set of practical and effective intermediary management system, take lead in using in Shanghai Puto distrct Career guidance Department and kinds of agencies, and popularize gradually to various districts and counties of the whole city.
