Influence Factors Of Urban-rural Integration Development And Propulsion Path Research In Chongqing

Chongqing has "big city", "Big Country", "big mountain", "big reservoir" spatial structure in one, rich and poor differences, urban and rural differences regional differences are becoming more and more prominent here, and "dual" economy structure is becoming the "fence" of the harmonious development. To narrow the gap of between the urban and rural areas is placed in the current major issue. On June 2007,the States Council approve the establishment of comprehensive reform pilot area in Chongqing which is a new historical period in the development of the West to realize the coordinated development of regional strategic plan and to play a demonstration effect, lead a role of great significance. Based on this background, this paper draw on the experience of foreign countries, analyze the development and problems in Chongqing, use empirical analysis to analyze the occurrence mechanism, and puts forward the development of urban and rural route choice, to accelerate the urban and rural development, to narrow differences,to achieve social harmony development.Study the design of comprehensive reform and route choice has important theoretical and practical value. Base on the comprehension evaluation of the level of urban and rural development in Chongqing, this paper uses econometric methods to further standardize the concept of the understanding of urban and rural development definition and theory of norms from the aspects of labor, capital, land and other production elements. Study the design of comprehensive reform and route choice is also of great practical significance, it plays an important role in improving the regional development, expiring new development model initiative, building China's economic growth pole and a harmonious society. This paper combined qualitative analysis with quantitative analysis, according to the technical line of theory to empirical measures. and then try to analyze the occurrence of the various constraints, system design content of urban and rural, and promote comprehensive reform path, make specific policy recommendations, as followings:referring to the "binary" structure theory, coordination theory, system theory, system innovation and the theory of evolution theory and other basic point of view, gives a theoretical support of the study. Making use of AHP and gray correlation analysis, this paper analyzes the coordinated development of urban and rural level, evolution trends, problems and constraints. Use econometric methods to analyze the resource allocation and the mechanism of co-ordination between urban and rural areas from factor inputs for labor, capital factor inputs, and factor inputs of land; based on Comprehensive empirical analysis conclusion, this paper puts forward the urban and rural route choice and relevant policy SuggestionsThe formation of the main conclusions of this paper is:the level of urban and rural development in Chongqing is still at a low level, urban and rural development is still long way to go, and rural comprehensive reform is imperative; there is coordination mechanism between Urban-rural integration and labor mobility, at the beginning labor mobility has positive effect on Urban-rural integration, but with the continued strengthening of labor mobility, the effect become negative which should be noticed in the development of Urban-rural integration. Agricultural investment, financial support for agriculture, and other financial support to agriculture has a positive role in Urban-rural integration, but there is a certain lag, though sometimes the surface of agricultural investment, Fiscal, Financial Support to Agriculture and the impact of Urban-rural integration is more messy, but in which there is an internal optimization mechanisms; The impact of land inputs is different between urban and rural. And urban and rural area of cultivated land had a positive relationship with changes in urban construction land, indicating that urban and rural elements in the economical use of land should, in the amount of arable land to maintain, be based on the inhibition of over-expansion of the urban land factor inputs; Integrated urban and rural Chongqing Reform labor system should cover employment and social security, public finance and rural finance, land management and so on; urban and rural comprehensive reform path is mandatory to promote institutional change induced institutional change and reform of the combination method of propulsion gradually weaken the role of compulsory institutional change, shift to mainly induced institutional change, reform of compulsory secondary path of institutional change.Relevant policy recommendations proposed in this paper:From the point of view of Employment and Social Security:Employment and Social Security from the point of view:to strengthen advocacy, to create atmosphere; intensive training to improve quality; improve the legal system to protect the rights and interests; innovation system, promote employment; From the point of view of public finance and rural financial, optimizing structure, improving efficiency; "two right" symmetry, system innovation; innovative financing, adequate funding; strengthen supervision and resolve risks; From the perspective of land management and use, market supervision, standardize management; the implementation of planning, control purposes; reform and innovation, intensive land use; land transfer, the standard management.
