Established Path To Explore, Covering Both Urban And Rural Old-age Insurance System

The social security system is the stabilizer of the market economy, protection the weaker from the economic competition and maintaining the social harmony and responsibility. The pension insurance system as an important part of the social security system, it is both an economic and a social system. It has the function that adjusted the benefit relationship between the members of society and social, promoted long-term social stability and progress of civilization, and played an important role in maintaining social stability, harmony and coordinated.There is long-standing division of the urban and rural structure in China. At present, China's pension insurance was made up of three different institutional and policy management system. This has resulted in a big treatment gap in different groups, contrary to equity principle. The unfair system brings about the potential social problems. In order to build a harmonious socialist society, our government clearly made "establish a perfect social insurance system that cover both urban and rural in order to adjust the aging of the population, urbanization and diversified forms of employment." Under such policy background, the paper wants to establish a new system which can play a stability role in the economic development process.The paper chose the basic old-age insurance system as the major target explore. Analyzed the three-part pension insurance system from status quo, drawbacks, perfect the system means and measures. At last, we use the World Bank criterion to judge the reform, proving the feasibility of the new system. The paper consists of four parts:Part one is prolegomenon, the aim of which is to expound the significance of the paper and bring forward the author's main points; Part two outlines some theoretical for establishment the old-age insurance system. And analysis these theories whether apply to my old-age insurance system; Part three illustrates our countries' basic genre and management pattern of pension system. Analyzed the three-part pension insurance system from status quo and pointed out the defects. At the last part of the paper involves exploration on reform of management model of China's pension system under the old-age insurance system reform goals.
