This paper investigates and analysis the existing performance management system of Qinghai oilfield company mainly from the main business not only about oil&gas exploration,development, transportation and refine,but also scientific research and managment function providing technical support for these businesses. At present,the existing performance management system advantages enterprise's development and obtaines a good result to a certain degree.But it have some problems, mainly manifesting in the following areas, assessment index not scientific and reasonable, management department's void index too many to check,check lack of distinguish quantization index,check index detaching from it's responsibility and task, comparability weak between different departments,work out of index too much to evaluate and check,some indexs not reasonable,have little to do with the target,check too difficult to apply the result, contempting and neglecting it's communication role, integration wages with performance not in details cause rewards and punishment mechanism single, especially,the link performance with iol&gas reserves new breakthrough not establish, the basis management level of full employee quantization index check too weck, assessment rule for administrators and professionals&technicians of management departments and basic units not research and formulate, process supervision and result feedback of the performance evaluation to be strengthened gradually,etc. Therefore,need to improve the main business performance management system of Qinghai oilfield company based on the actual conditions.According to the facts, on the bases of comprehensive survey and analysis, on the principle of openness, fairness, impartiality, incentive and restrictive, applying the commonly used performance management system Key Performance Indicators (KPI),this paper optimises Qinghai oilfield's main business performance management system in detail about working out performance plan, carrying out performance plan, assessing performance result,feedbacking and improving performance system,applying performance achievements,etc, in order to advance enterprise development, take worker as the emphasis, promote personnel working achievements. Connecting with Qinghai oilfield actual conditions,this paper optimises its main business performance management system based on study result borrowed from inside and outside country. Its purpose is to innovate management system continually,strengthen performance management, tighten incentive and restrictive mechanism,inspire the manager conscientiously in his duty to accomplish the purpose, stimulate the intelligence and wisdom of scientific and technological workers developing their abilities and carving out successful careers for themselves to find out fine quality scale reserve, excite the work enthusiasms of staff to achieve a steady and rapid oil/gas production growth,and so on. In a word,its ultimate goal is to provide guarantee for the Qinghai oil field company's rapid and sound development wilh effective mechanism.Finally, while in the process of implementing the optimization scheme,this paper puts forth some important views,need further to improve employee's understanding and recognition to the performance management, strengthen communicating and guiding, enforce leading, raise executive ability for the performance check,effort to construct excellent performance culture, take worker as the emphasis,build harmonious enterprise, guarantee the full staff performance management in whole process all-around.In addition, for the benefit of improving and perfecting the performance management system in the future,it suggests some guiding principles,check measures, evaluation standards in accordance with the development of society, with the development of enterprise,and different kinds of influencing factors.
