Since the national implementation of the "Twelfth Five-Year Plan" since the reform and development of the Qinghai Oilfield has entered a new historical stage,standing on a new starting point for development.According to China National Petroleum Corporation to build million-ton oilfield overall deployment,so that oil exploration and development,the petroleum engineering services and other operations have established a new development goals.Qinghai Oilfield test on the status of the company,personnel skills to operate either from quantity or quality,all with the Western developed countries there is a considerable gap,even compared with other domestic oilfield brothers also at a disadvantage,it is difficult to meet the development needs of million-ton oilfield.Therefore,the study of Qinghai Oilfield testing company skills to operate the personnel development problem,not only has important theoretical significance to improve the oil-related enterprise human resources development and management,but also to accelerate skilled personnel training,improve oilfield skilled personnel quality has a significant reality significance.The research is divided into seven parts.Chapter 1 is an introduction,describes the background and significance of this study,research status,research methods,technical route and main innovations.Chapter 2 provides an overview of the development of the theory of skilled personnel,including the definition of management personnel,professional and technical personnel and personnel skills to operate three personnel,elaborate architecture skilled personnel development system.Chapter 3 points at home and abroad were elaborated Experience skilled personnel development.Chapter 4 is the system analyzes the status of the development of skilled personnel,first analyzed from the total amount and distribution of cultural structure,age structure,the structure and the skill level in the post analysis,followed by summary the company's skilled personnel practices and the effectiveness of development,then described its problems and analyzes the reasons of those problems.Chapter 5 mainly proposes strengthening the Qinghai Oilfield testing company skilled personnel development strategies,including the development of skilled personnel development strategy of science,to adapt the company to develop mechanisms for skilled personnel to build,strengthen vocational skills training,talent development to build science skills channel,as well as a sound long-term skilled personnel and effective incentive mechanism.Chapter 6 is mainly proposes strengthening the Qinghai Oilfield testing company to develop skilled personnel safeguards,including establishing a scientific concept of talent,the establishment of specialized skilled personnel development department,to increase funding for education investment,and the establishment of oilfield internal labor market.Chapter 7 summarizes the full text,and points out the shortcomings.
