Research On The Implementation Of Government Land Acquisition Compensation Policies

Land is the fundamental survival of farmers. And the land right is the most important security interests for farmers. The implementation of land acquisition compensation policies directly affects the livelihood of farmers and the long-term follow-up security. The state has already introduced some compensation policies about land acquisition in the form of laws, regulations and documents. However, disputes caused by land acquisition compensation still occur frequently. Therefore, it has great significance to study on the implementation of the compensation policies to decrease the dispute of the land acquisition.The paper aims to do some research on the implementation of compensation policy of land acquisition. On one hand, it can help us to explore the underlying reasons for land disputes according to some field research from which we can know the process of land acquisition and some problems accrued in the process of implementation. On the other, some good advises can be given through the analysis of the factors which affect the implementation process of land acquisition compensation policies.This paper consists of six parts, of which the third part and the fifth part is the main focus."Introduction" section briefly describes the process of raising the issues and the significance of the research first, and then list the relevant concepts and theories which will be used as the interpretation and presentation tools. Based on those, the research methods, structure and possible innovation and deficiencies are discussed.The second section mainly introduces the process of compensation policies of land acquisition. First, I have reviewed existed compensation policies of land acquisition, listed the main compensation model at this stage, and then evaluate the existing policy.The third part mainly reviews the implementation process of compensation policies of land acquisition. According to the use of data and actual case interviewed through empirical research, the status of the implementation process has been discussed here.The fourth part aims to analyze the reason why the compensation policies of land acquisition are poorly implemented on the basis of the Smith model and the System analysis.The fifth part is the countermeasure analysis, trying to find the optimal measures and means to implement the compensation policies.The last part is the conclusion of the whole paper.The possibility creatures of this paper are as follows:first is the innovative research ideas, although there are many research on land requisition compensation system, seldom discuss it from the perspective of the policy implementation. Second is the innovative research method. The article highlights the particularity on the basis of the universality. Based on the empirical investigation and the use of the system analysis, the author try to analyze the reasons for the poor implementation level.
