The Research On New Energy Policy Implementation In L Province Under The View Of Smith Model

By reading and collecting kinds of materials, and research on L province, this paper has a deep research on policy escape during policy implementation, results of government initiatives for market extension and less obvious results for implemented policies, and analyses the reason for problems during new energy policies implementation through applying Smith policy implementation mode as theoretical framework. Combined with actual condition, this paper proposes solutions for these problems. It has an important significance on improving new energy policy implementation system, deepening new energy system reform, establishing modern energy system and guaranteeing new energy long-term and stable development.There are five parts in this paper. In the first part, it mainly introduces the background of subject selection, research purpose and significance, literature review, research methods and breakpoint. In the second part, it defines the meaning of policy implementation, new energy, renewable resources and new energy policy. And it elaborates the contents and application of Smith policy implementation model theory. In the third parts, it describes the development condition of new energy and policy implementation situation, and presents representative problem in L province. In the forth part, it pays attention to analyze the reason why has problems during new energy policy implementation by applying Smith policy implementation model. In the last part, according to the actual condition in L province, it put forward constructive solution for new energy policy implementation from politics, economic and social factors.By applying investigation research, documents analyze method and combination analyze of theory and practice, this paper proposes theoretical and practical basis for new energy policy implementation in L province, in order to find out solution to improve policy implementation mechanism, achieve policy purpose scientism and rationalization by new energy policy advantage, rule and regulation, and policy instrument so as to optimize energy consumption structure, pull ahead economic increase, and improve climate condition by using conventional energy to build L province into an ecological one.
