Analysis Of Problems In The Implementation Of Rural Subsistence Allowance Policy Based On Smith Model

China's rural population is large,backward economy,low level of literacy of farmers,so the implementation of rural subsistence allowance policy is of great significance.In the context of ensuring people's livelihood and targeted poverty alleviation,the implementation effect of the rural subsistence allowance policy directly reflects the government's execution.On the one hand,we will ensure the basic livelihood of poor farmers;on the other hand,we will help maintain social security and stability.The rural subsistence allowance is the most basic life benefit policy for the poor farmers,but how to ensure the implementation effect of the rural subsistence allowance policy is a difficult problem currently facing.This paper analyzes the implementation effect of the rural subsistence allowance policy in Nanchang city,and summarizes many problems existing in the implementation of the rural subsistence allowance policy,such as the difficulty in accounting of non-fixed income,insufficient publicity,and welfare dependence.Based on the Smith policy implementation model,this paper analyzes the problems of the implementation of the rural subsistence allowance policy in nanchang city,and puts forward some countermeasures to improve the implementation efficiency of the rural subsistence allowance policy in nanchang city.We will strengthen professional training for community-level workers,improve the welfare benefits of community-level subsistence allowance workers,and ensure fairness and openness in community-level work.Strengthen the management of low-income households,enhance the communication with the masses,strengthen the policy publicity to the target.groups,and improve the participation of villagers;We will improve rural culture,vigorously develop characteristic industries,and give full play to the role of oversight.
