Nowadays, mobile phones and people's lives become more and more closely linked. Especially after china's entry into 3G era, mobile phones are no longer simply limited to the provision of voice and messaging services. People add many requirements which related to everyday life to the application of mobile phones, thus mobile e-commerce is in lieu of cash and bank cards as a means of payment. It not only provides a new means of payment, but also changes the behavior of consumers. This change will bring a new revolution to the financial industry. Currently, mobile payment has a very large user group, and a variety of sophisticated technical solutions as well as innovative business models, these conditions will accelerate the further promotion of mobile payments. Any revolution which can change people's consumption habits are worthy of our careful analysis and research.There are mainly four operating modes of the development of mobile payment: the first is the mobile operator-dominated business model, it has already begun to take shape in Japan; the second is led by the financial institution, which is very successful in Korea; the third is led by third-party payment platform, it has been established in countries where telecom operators and financial institutions are not very powerful. The fourth is the cooperation of telecom operators and financial institutions, which requires both sides to use their superior resources, to ensure that mobile payment transactions can be smooth and safe.The development of mobile payment has been over 10 years in China, but there are many problems and constraints in the mobile payment applications. This paper starts from mobile payment concepts, classifications and industry background, and compares with the business models of foreign mobile payment, uses value chain theory, focusing on analyzing the labor division of core members and mutual relations in the mobile payment value chain and the corresponding business model based on the value chain. Then it summarizes the problems of mobile payments in our country and makes relevant suggestion, pointing out that the key constraints of mobile payments is government policies, and makes further analysis from the angle of supervision institution, law and regulation.
