| The affordable housing has been last for more 20 years, during the construction of market economy, it has solved lots of housing problem, has Contribute to the problem of low-income people better, take full advantage of the land of our country, narrow the gap of the living-level of low-income people. But during the time of building the affordable housing system, lots of problem has emerged, for example: affordable housing supply object dislocation; lack of financial investment; prices and planning is not reasonable; the participation of all sectors of society such as democracy is not enough and so on.This paper take the polycentric governance perspective, to analyze the existing problems and the corresponding countermeasures, hope to enhance the efficiency and effectiveness of the affordable housing.First of all, the background and significance and was described; research domestic and foreign, and research ideas and the main method; deeply explanation and description of a multi-center governance theory; some basic concepts of affordable housing was described.Secondly, relevant provisions and actual situation of the SH city affordable housing was elaborated. After analysis the current situation, government functions is not sufficient to play; market and society involved mechanisms are inadequate has been found as reason. After reasons were analyzed, proposed countermeasures against government market and society under perspective of polycentric governance theory: establish and improve relevant laws and regulations; multi-channel supply mechanism; legislation to strengthen market; full disclosure of information; enhance democratic participation; preferential policies to attract private capital.In the last part of the conclusion, on the basis of summary results of this study and the construction of affordable housing policies emerging, looking to make the new situation of affordable housing, under the perspective of polycentric governance theory. |
