Factors Affecting The Circulation Of Affordable Low-income Housing And Countermeasures

Government offer affordable housing for the low-income families while the market offer housingfor high-income families. Affordable housing construction in our country starts late and the housingpolicy is not perfect,so the implement of affordable housing encounter some difficulties,such asover-reliance on new construction,the site is unreasonable, invalid supply caused by substandardquality,the shortage of construction funds. These problems can be solved through housingcirculation. In the perspective of factors influencing housing transfer,some suggestion will beproved to solve these problem.This article mainly uses the case analysis and inductive method.Five key factors are proposedaccording to the United States’ and the Netherlands’ housing market practice may be useful,whichare the current housing characteristics, household income, life cycle of family,the structure offamily and the consumption behavior.More people live in suburbs is the housing filteringperformance in the geographical space.According to the housing is mainly supplied by governmentor market, United States, Singapore and Hong Kong are selected as the case to explore differentkey factors are used by different countries. We find that US use the key factor of household incomeso the second houses can be used by low-income families.All the factors are under considerationexcept household income by Singapore government to promote affordable housing transfer.Thehousing market is divided into three subsystems by housing characteristics in Hong Kong.Household income limits and second-hand owned public house market accelerate the housingtransfer.In the affordable housing system,more people live in suburbs in both US andSingapore,but this is not obvious in Hong Kong.The findings is useful,in one hand,it enrich the housing filtering theory and provide atheoretical basis for our country’s affordable housing policy;on the other hand, In the practice of ourcountry, The government can offer a variety of housing;research group can be established to surveyfamily structure and life cycle of the low-income family regularly; two applications of familyincome;in long term,the policy should loose the affordable housing resale..Due to limitations ofdata, the paper put forward factors affecting the house filtering only,further research should paymore attention on the order of them according to significance.
