Study On The Supply Of Country Roads In The View Of Polycentric Governance Theory

As an important infrastructure in rural areas, the country road is the most important or even the only transportation corridor, which in the promotion of agricultural income, improving the farmers'living standards and accelerate economic development in rural areas plays a vital role. But long-term since, China's country road supply situation is not optimistic, because it has some problems such as the obvious contradiction between supply and demand, poor quality and so on. Why dose the country road supply in China has these problems, the key reason is that as the only subject of country road supply, our government especially the grassroots government could not satisfy the needs of country road for the majority of farmers. In this case, it is necessary to introduce the private sector and the third department to the supply of country road, and construct a multi-center framework to supply the construction of country road.This thesis altogether divides into five parts:First, the definition of the related concepts and theories reviewed. Through defining these concepts about governance, country road, supply of roads and depth understanding and analysing the Polycentric Governance Theory, the author can grasp the feasibility of country road supply in a macro range, which under the guidance of Polycentric Governance Theory; Second, the present situation analysis of country road supply in S country in Henan province. By studying these informations and data which from visiting and surverying in the rural areas, the author can systematically hold the supply situation and supply mode; Third, analyze the problems about S country road supply in Henan province and the reasons for these problems. The supply of country road exists some problems, which include the obvious contradiction between supply and demand of country roads, poor quality of country roads and the unreasonable supply planning and so on. The author summary these reason by analysing three aspects which include the government, the private sector and the third department; Fourth, improving the countermeasures about country road supply under the Polycentric Governance Theory. Considered the practical situation of our country, the government should improve its dominant position, and establish a multi-center funding sources, and give full play to the third department in the supply of country road, thus lifting the plight of China's country road supply; Fifth, the conclusion of this thesis and waits for the question which further studies.
