The study focused on the selection of private-sector in PPP projects, after a studyof the basic background of the PPP project, then reviewed the relevant study. Thepaper defined the basic concepts of PPP projects and the private sector, focus ing onthe type of the private-sector and the role in PPP projects, as well as advantages of theprivate-sector participation in the PPP projects.Based on evaluation theory, the coreof this study focused on the Evaluation Index System,Index weight determination andEvaluation method.Focused on the Evaluation Index System, through "literature analysis" andBOT project contractor prequalification evaluation criteria, the paper formed aprivate-sector capacity evaluation index system on five dimensions such as thefinancial capacity, technical capability, management capability, experience,performance and credibility level. Then the PPP program evaluation index system,such as financing,designing,construction,operational and transferring program. Thenthrough expert questionnaire, the evaluation index system was optimized.Focused on the Index weight determination, the paper used the AnalyticNetwork Process method to establish the weighting coefficients. After a introduction,the paper set the elements and groups of elements, then through expert questionnairesdetermined the affecting relationship between the elements, and established a networkanalysis model. Using the Super Decision(2.0)software, the judgment matrix isconstructed, and then got the final evaluation index system weight and sort results.Focused on Evaluation Method, in view of the subjective indicatorscharacteristics of the evaluation index system, this paper introduced the fuzzycomprehensive evaluation theory, in account of the evaluation index level, the paperset a multi-level fuzzy comprehensive evaluation model. And integrated AnalyticNetwork Process method to establish the weight coefficient, using a example to verifythe applicability of the model.
