Research On The Mode Of Domestic Small Oilfield Cooperation Development

Rapid growth in oil consumption demand and limited domestic oil production make our country's a large part of crude oil supply rely on imports. To further ensure our country's energy supply, especially oil safety, we usually have three development strategies to choose: the first is to take part in foreign oilfield development while using international petroleum resources reasonably and effectively and keeping on relying on the imported ; the second is to speed up the domestic existing main oilfield development of secondary and three times using the modern various petroleum mining technology which can deep mine oil resources; the third is to strengthen domestic small oilfield development in order to alleviate capacity pressures bearing by the huge main oilfield. Because the small oil reserves is abundant, permeability and production are very low, and income risk, difficult exploitation and development costs are high, plus oil resources imbalanced regional distribution and petroleum technology level differences, small oilfield exploration and development in essence should develop extensive cooperation ,which spread risk.In the background of domestic oil supply and demand and small oilfield co-development and utilization, we fully refer to the related research achievements to expound the current small oilfield co-development forms that include production-sharing, risk services and joint type cooperation under the consideration of basic features, advantages, disadvantages and income distribution of the small oilfield at home and abroad. We analyze the patterns from managing and controlling power, facilities ownership, the transfer time of oil ownership, partners'ways of getting revenue, partners'risks, targets and other aspects comprehensively and comparatively. Combining analyzing the 11 basic characteristics of China small oilfield including "three low", poor reservoir property, and deep seated character and the small oilfield co-development basic principles including cooperation sorts, cooperation subjects and co-production income distribution, We systematically put forward a new model of the cooperative development and analyze the operating theory ,which specifically include based on the theory of Dynamic Game Method with Complete Information, the paper illustrates whether the main party need to co-develop small oilfields or not, from the perspective of"Cost– Income Analysis". determining the cooperation forms, aims and the game analysis of whether cooperate or not ;the assessment and selection of partners, the form of cooperation choice and innovation, and the cooperation safeguard mechanism construction, and so on .We hope that through this topic research, we can on the one hand make the study and application scope of small oilfield development cooperation mode field further expanded by improving the ability that solves the actual question of small oilfield co-development by using various knowledge comprehensively, which helps the parties use cooperative mode reasonably as well as improving economic benefit of small oilfield ,on the other hand, it also helps to alleviate the contradiction between supply and demand of national petroleum resources and ensure oil supply security in some degree.
