Since the reform and opening, China's economy in all regions has a great development, but the ensuing development gaps between different regions are expanding. This is China's most important issues of regional economic development. According to the Chinese scholars'current research , China's economy is still in the the left of Kuznets inverted "u" shaped curve, that is, so far regional economic disparities in China has not automatically shrunk with the economy development. It's required to implement policies of effective regional coordinated development, however, the object of regional development policy's that China's current eastern, central, western and northern regions'division can't meet China's regional economic development. Because the expaning regional disparities is not only between in the East, Center, West and the Northeast, but also the more apparent disparities is between provinces and cities.
