Abstract: Region economic development strategy is about the overall region economic development plan. From the perspective of the development experience of the world, the decision of practical region economic development strategy in accordance with its actual situations is of far reaching importance. This paper emphasized on the Jiamusi city two regions two belts and one city development strategy, the choice mechanism of the region economic development strategy based on comparative advantage and industrial cluster theory and the proposed industrial Clusters-Point-Axis regional developing model.This paper is divided into four parts. The first part is introduction. It introduced the background, significance and research ideas and methods. The second part is theoretical overview. It introduced the comparative advantage theory and the industrial cluster theory. The comparative advantage theory includes the international trade theory, the new international trade theory and the new classical trade theory. The industrial cluster theory includes the condition, the path and the function of the industrial clusters. The relationship between the two theories is analyzed. The third part is about analyzing region economic development of Jiamusi city. The basic situation is introduced and the comparative advantage, competitive advantage and the factors restricting economic development are analyzed. The fourth part is about the Jiamusi city economic development strategy and policy. The strategic choice theory and government coordination, and cultural support policy support are proposed.
