| The Rural Minimum Living Security System (RMLSS) is an important part of rural social assistance system, which is established by the country and society for the rural poor residents who are hard to maintain the basic living. There is a large of rural poor population in the vast central western area of our country, in which the implementation of national RMLSS is the key thing, because it can directly determine whether the basic living right of rural poor population can be preserved, the equality of public services can be achieved, as well as the justice and harmony of our society can be reflected successfully.Guizhou province, located in the Yungui plateau, with a widely and deeply poor area and population, is one of the most rural poor populations in our country. Social security resources for establishing RMLSS will be huge. On May,2007, "The view of the full establishment and implementation of RMLSS" was issued by people's government of Guizhou, indicating the RMLSS's work in Guizhou province went into a fully developmental stage. In the process of developing, there are a lot of problems in the guarantee of fund, object, standard, as well as organisation and management; therefore, there is still a long way to go to reach the perfection of RMLSS.This article, starting from public goods and social stratification, taking RMLSS of Guizhou province as an object of study, firstly retrospected the theoretical basis and national and international research profile of RMLSS; secondly introduced the status of implementation of RMLSS of Guizhou province, as well as the particularity of the improvement of this system; followed by analysing the problems existing in RMLSS of Guizhou province and the reasons; lastly proposed the perfect strategy on the basis of the feasibility of improving RMLSS in Guizhou province. Apart from improving RMLSS in Guizhou province, this article proposed a little advice on the construction of rural social assistance system and improvement of RMLSS in our country. |
