The minimum living security system, taking as the "last safety net" for the guarantee of the social stability, is the basic project for the social relief system in China. As an agricultural province in the western China, there would be an urgent need to set up such a system in Guizhou Province. Currently, researches in this topic would be few domestically, especially researches on how to implement the rural residents' minimum living security system in such poverty-stricken provinces similar to Guizhou would still be a gap. Should there be any requirements to implement the rural residents' minimum living security system in the current stage in Guizhou Province? Can it be implemented? And how can it be implemented?For this purpose, through the review of the existing rural social relief system in Guizhou Province, this paper analyzes on the necessity of the implementation of the rural residents' minimum living security system; based on using the experience of other countries for reference and combined with the actual conditions of Guizhou Province, this paper focuses on the analysis of the conditions for the implementation of the rural residents' minimum living security system. During the course of the analysis on the implementation conditions, it is at first analyzing on the reasons why the trial rural residents' minimum living security system failed to be implemented in the past; then analyzing on the actual political and economic conditions for the current system implementation; and then selecting the three counties with their economic conditions at a better, intermediate and worse level respectively in Guizhou Province to estimate and calculate their security standards, numbers of the secured target groups, average allowance amount for the compensation and required funds for the system with the quantitative analysis method. Based on the estimation and calculation, a decision model for the implementation of the rural residents' minimum living security system has been set up and a preliminary conception and related suggestions put forward for the establishment of the system in Guizhou Province. Such researches will help promote the establishment of the rural residents' minimum living security system in the underdeveloped provinces like Guizhou and other similar ones.
