Research On The Operation Method Of Foreign Engineering Consulting Company In China Engineering Consulting Industry

Engineering consulting provides whole-procedure and all-dimension services to the economical related social development and the decision-making and implementation of engineering projects. It plays an important role in the economical construction. The demands for engineering consulting are increased recently due to the gradually increased large, huge and international projects, the new technologies, new tools, new ways of financing, and new management theories. According to our promise for WTO, the service industry will open its market to foreign companies step by step. As engineering service industry, engineering consulting has opened the door to the foreign companies. More and more foreign companies provide engineering consulting service in China now, and entitled company could apply for enterprise qualifications for Engineering Supervision, Bidding Agent and Quantity Survey according to Chinese law.The object of this paper is the foreign company who provides engineering consulting service in China.Through the research on the service clients of engineering consulting company, the clients of foreign consulting company in china are analyzed to be international investors, foreign companies and huge state owned companies of China. The procurement of engineering consulting service are researched, and it was found that the market and opportunities of foreign engineering consulting company rely on new technologies that exceed the technical ability of the country, the good relationship with international financial organizations and investors, the special requirements of the government, projects invested by foreign companies, and cooperation with china company to be joint venture or to be the subcontractor of china company.The foreign engineering consulting companies are divided to be integrated consulting company and specialized consulting company as well referring to the classification method of domestic consulting company. Actual samples were taken to introduce the scope of work of foreign engineering consulting company. Two cooperation methods between foreign and domestic companies are introduced, the relevant organization structures are analyzed respectively, and the existing problems are summarized.Combined with the case study, the joint venture between foreign and domestic consulting companies for consulting and supervision service to Zhengzhou-Xi'an high speed railway project are introduced in this paper. The positive influence and the limits of this system are analyzed, and the problems existing in the implementation of this system at Zhengzhou-Xi'an high speed railway project are proposed at the end.How to prompt the better cooperation between these domestic and foreign companies, and how to maximize the function of foreign engineering consulting company, the solutions rely on the further study in future.
