| An 8.0 magnitude devastating earthquake has taken placed in Wenchuan county in Sichuan which rarely seen in history on May 12,2008.The earthquake caused great damage on the farmers'livelihood, rural development and ecological environment. After the rescue and relief work, reconstruction work was formally started. Since June 2008, the reconstruction work after the disaster has last for two and a half years which took new rural construction as the goal and land collaborative regulation as means. How is the effectiveness of the methods of land collaborative regulation? Whether the economic, social and ecological development level of affected areas have reached to or gone beyond to the level before the earthquake? Whether the development has reached to a more ideal state? What problems exist? These need us carefully summarize and evaluate on the effectiveness of reconstruction work in order to facilitate a better guidance on the reconstruction work, and also provide experience and references for future reconstruction work.Both from the macro and micro perspective, the paper proposes an evaluation study on the effects of land collaborative regulation of Bo Yang Village (worst-hit village), an county during the two and a half years reconstruction time which from June 2008 to December 2010. At the macro, the paper proposes a evaluation index system for the effects of land collaborative regulation after the earthquake of Bo Yang Village, using Analytical Hierarchy Process (AHP) method and complete the index weight for index system by Delphi method. Then this paper evaluates the overall effects and collaborative regulation by using multi-factor comprehensive evaluation method, the grey forecast method and the projection of the comparative method and finds the significantly changed index before and after the regulation by simple comparison analysis. At the micro context, the investigation data based on the satisfaction degree of 121 households, analyzes the farmers'view and needs of the effects of land collaborative regulation by using descriptive statistics analysis method and finds the questions and shortages of the effects of land collaborative regulation from microcosmic point of view. After the macro-and micro-evaluation, the paper compares the results from the macro-and micro-evaluation and draws the questions that which aspects of the process of land collaborative regulation have been ignored and which questions have been solved but still can't meet the need of farmers. The main conclusions are as followed:(1) To the end of 2010, the land collaborative regulation of Bo Yang village has achieved good overall effect in the two and a half years'recovery and reconstruction time, which has got significant progress compared with the non-regulation. While compared with the development level in 2010 of Zhan Qi village (evaluation criteria), it is still a large gap, and the development level of it has reached its state of 56.2%.(2) From the analysis of specific index of the macro study, the practical value of 95%indexes in 2010 are higher than the predicted value by the land regulation.(3) In microscopic aspects, the inhabitants are satisfied with the effects of land collaborative regulation in the mass, and 88%of the inhabitants'well-being increases. But there are still some problems, such as financial support is not enough, and public infrastructure is not perfect.(4) Both the macro effects and micro needs of land collaborative regulation have good consistency, especially the production aspect has a higher consistency, living and ecological aspects have a general consistency.(5) According to the conclusions of the analysis and the existing problems, related suggestions are put forward:increasing employment and income channels; enlarging fund and technology support; completing public infrastructure; strengthening land consolidation and reclamation work; making overall plans and take the macro and micro development needs into consideration. |
