Residence is the most important part of people's life. Since 1998, the price of house has been increasing more and more fast, which makes people cannot meet their need for purchasing house. In 2010, government pays more attentions to the public house building to change the former government house-providing system. But the question is how to raise the funds, plan and build the public house stage. What is the best way to provide the house is another question. Cost is the first thing to consider, because it can help the government to make decisions and people can learn more about the public house policy.The theme of this paper is cost analysis and control. Through the research of the content of the public house's cost, and use the real estate industry as a source of reference. Use the principle of cost control to research the problem of financing cost, house planning and building stage's cost, and the house renting and management cost. Established a multi-level financing system to reduce the financing cost. Set up a series of mechanism to regulate the flow of project planning stage including supplier database. The paper puts forward a method to better the management control cost. Establish a new management agencies and introducing enter and exit mechanism to regulate the house-renting market. The paper tries to build a set of system and management mechanism to reach public rental control, fulfill the cost of the project purpose. Because I do not have the experience in the field of construction, so the analysis for the construction process will inevitably be inappropriate, which need further strengthen.The innovation of the paper is putting forward a new financing tool to reduce financing cost and using an effective competition mechanism, proposed some measure such as House Renting Management Bureau, to lower operating costs.
