Research On The Construction Of Multilayers On House Social Securety System For Beijing

The House Social Security Institution, Which comes in the process of when the government solve the social problems caused by housing,is an important part of the Social Security System. To establish a house security institution is not only the needs of the characteristic of housing merchandise itself but an important method, solving the related social and political problems, promoting social fair,keeping the social stability and accelerating social economy develop steadily and healthily. Along with the reform of housing system,our country start to establish the House Security Institution for the market-directed economy,but there is not a complete house security system in our country yet.According to the provision, there are three layers in beijing house security system:providing public house to low-income families by government,middle-income families buy Economical and Comfortable house ,other higher-income families buy or rent merchandize buildings. Economical and Comfortable House has been recognized as an important policy in the process of the government solve the housing problem of low-income Beijing residents. Great achievements were seen together with some severe defects.The thesis use the inverse U shape curve and the three stepped devolopment of house social securety mode,analysing the place of the mode in which Beijing at present ,combining the succedent experiments the other countries have achieved and thinking over the situation of our country and the success and failure we have met with in the process of housing system reformation,analyzing the problem existing in our housing ensurence system now. The multilayers housing ensurence system not only conclude setting out different families with different income and basing on this fixing ensurence object,establishing plane multilays guarentee system;but also conclude setting out the goal different economic development phases achieved and basing on this ascertain the true economic development phase Beijing locates at present,establishing upright dynamical house ensurence system.
