Research On The Construction Of Multilayers On House Social Security System For China

Housing security system is an important part of the social security system ,it was formed in the process of solving the social problems of housing by the government. The establishment of housing security system is the inevitable demand of commodity housing, at the same time, it related to social and political problems, as well as the promotion of social justice, economic development and so on. With the housing system's reform, China began to establish a market-oriented housing security system. China's current housing security system has three main levels, which means the minimum income families are provided with low-rent housing by the Government, low-income families buy economical and comfortable house, and other high-income families buy commercial residential buildings. Economic Housing and low-cost housing policy have made great achievements but have also emerged many problems which made many people who should be protected can not really enjoy security benefits.In this paper, the author analysis China's present housing security system, combining the successful experience of world's developed countries. By using the econometric model and the real estate market statistics, forecast the development of economical and comfortable house, such as the price and area. This paper also proposed to include low-cost merchandize building into housing security system, and form a multi-layered Housing security system. It means high-income families buy commercial residential buildings, the middle and lower-middle-income families buy low-cost merchandize building, low-income families buy economical and comfortable house or rent public house. The paper also discussed the Government's responsibility in housing security system, and hope we can build a multi-layered Housing security system of China as soon as possible.
