At present, the management information system (MIS) of China's State-owned Assets Supervision and Administration (SASA) is not full-blown, and its function is over single, which is mainly at the part of realizing the official automation like the official documents circulation and the collection of financial statements. The function of system analyzing and decision supporting is relatively weak. Especially in the affair supervision and the advance prediction, it cannot achieve to the purpose of state-owned assets supervision and administration with MIS. Although some local SASAC realize some parts of the MIS, relative to the all business they cannot satisfy the current SASA needs. On how to solve these problems, this paper does some researches with the example of Qingdao SASAC, through the way of building the MIS and optimizing the business processes.The paper is divided into six chapters. Chapter 1 is the preface part, which introduces the design background of Qingdao SASAC's MIS, analyses the supervision of SASA at home and abroad, and the present situation of MIS'development. The Chapter 2 is the introduction of theories and applications, which introduces the Business Process Reengineering, the development method of MIS, Nolan model theory and the application effects. Chapter 3 expounds the present situation and problems of Qingdao SASAC with the example of Qingdao SASAC, which analyses the present situation and problems of Qingdao SASA and its MIS, and the necessity of the MIS building. The Chapter 4 analyses and designs the MIS of Qingdao SASAC, which integrates the MIS of Qingdao SASAC and analyses every business processes with the Transaction Flow Diagram (TFD). Chapter 5 elaborates the implementation of Qingdao SASAC's MIS, including the strategy and processes of implementation. We also evaluate the expected effects in this chapter. And the chapter 6 sums up the thesis in the general. The innovation points of this paper lie in that:Firstly, the paper studied how to utilize the information system to assist comprehensively the state-owned assets supervision and administration. Although the information system was been used in some SASA business, the comprehensive utilization in the national scope did not see more. Secondly, this paper studied how to utilize the information system supporting the decision of state-owned assets supervision and administration. Most current MIS of SASA are focused on OA and financial system etc. Our system not only can be used in the day-to-day operations but also can analyze the business information and provide decision support. Thirdly, this paper does some researches on how to unify the MIS to keep the data being true. Something leads to the data untrue, such as failing to report the data, covering up records and reporting the nonstandard data subjectively, or the existing different statistical approaches objectively.
