| The several opinion of CPC Central Committee State Council in 2009 to promote stable development of agriculture and increasing of farmers'income ----- The No.1 document of CPC in 2009 continue to focus on the problem of farmers-rural areas agriculture. As the core of these issues, to improve the income of farmers is the key to solving the problem. There are several general thoughts to increase the farmers'income, for example, to strengthen the basic construction, to adjust the rural industrial structure, to develop science, technology and education, to decrease the rural population and so on.Among the measures we have to take, to develop vocational education could play an important role in the adjusting of industrial structure and the decreasing of rural population.The vocational education could foster the highly qualified technological talents, improve the quality of the peasants and widen out the channels for employment. It could increase the household income of peasants in many ways. How to serve the construction of the new socialist countryside, how to improve the level of farmers' children, and how to increase the household income of peasants will become an important topic of the development and reform of the vocational education at this stage. This study will set the effect that the vocational education towards the household income of peasants as the object of study, elaborate the important role of vocational education in rural personnel training, and put forward some suggestions on how to well do the rural talent training as further. This paper analyzes the natural connection between the income of peasants and higher vocational education and to indicate that the current situation of the income of peasants needs the government to develop and reform the higher vocational education. The higher vocational education could improve the quality of the peasants, better the employment situation of farmers'children and expand the channels for boosting the income of the farmers. For the other hand, the higher vocational education could find market opportunities to obtain the space for its own development, they can complement each other. Through the analysis of the current situation towards the farmer's household income in the Lu xi area, we should reach household income h a conclusion that to increase the farmers'income, we must enhance the quality of peasants and promote the employment of farmers'children.But the higher vocational education which focuses on the promotion of rural household income on basic education still faces many problems as the un-enough attention on the basic and vocational education, the insufficient capital investment, the low level of human resource and the unreasonableness on the professional set-up. And because of these problems, the higher vocational education couldn't effectively to further the promotion of peasants'income. To solve this bottleneck problem, we should reform the higher vocational education, first of all, on the external level, we should construct the beneficial external environment to leading the rapid development of the higher vocational education, establish the system of safeguards of the higher vocational education, import the advanced international educational experience and enlarge the investment on the vocational education. Secondly, on the interior level, we should boost the reformation of school education and promote the quality of education; we should optimize the professional set-up and make the educational structure adapt the local agriculture industrial structure; we should improve the quality of teacher and form a team of double-position teachers. We should adhere to the educational characteristic and take the road of brand development. There are tight connection between the higher vocational education and the construction of new countryside. So we should make our education adapt the market, boost the reformation and development of the education constantly and contribute more and more towards the increasing of farmers'household income. |
