Design And Construction Of Comprehensive Land Price Management Information System For Land Requisition

With rapid development of economic, the progress of urbanization and industrialization is accelerating. The whole society is needing more and more land for economic construction. A great quantity of collective land is nationalized each year. However, now many problems appear in the work of land expropriation, especially in compensation for expropriated land. As the most important part of land expropriation, the process of compensation lacks vifrification and fairness.If the compensation is not reasonable, the living standards and quality of peasants whose land is expropriated certainly decline. Thus situation undoubtedly will increase hardness of land expropriation. Land price is the core content of land expropriation. Traditional method can not meet the situation of today’s land expropriation. Land price management also needs scientific management mode and technical methods. To settle this problem, this paper analyze theory of land expropriation block comprehensive price and design a management information system of land expropriation block comprehensive price, aiming at serving for land expropriation.First part of the paper, we discuss theory and knowledge about land expropriation block comprehensive price. Through the method of multi-factor comprehensive evaluation, regulating gradation of agricultural land, comprehensive judgment and similar comprehensive price, we can divide the whole agriculture land into a few blocks. Then, we can figure out price of each land expropriation block by applying superposition method.The key point of this paper is theory about geographic information system and the design and construction of land expropriation block comprehensive price management information system. We also discuss the source, characteristic and management of the data in this system.Meanwhile, we analyze total requirement in terms of function and property. From the point of principle, method, process, function, database, development environment, we accomplish the design of the system. In the end of the paper, we realize this system.We accomplish this system using COM technique, using ArcGIS Engine as secondary development tool, using Visual Studio 2010 as development platform, using Oracle 11 g as database. Finally we construct a specialized GIS which satisfies the need of land expropriation block comprehensive price management. This system can offer a high efficiency technical method to land expropriation block comprehensive price management.
