Research On Compensation And Resettlement Question For Land-Expropriated Farmers Based On The Sustainable Development

Along with the rapid development of China's urbanization and industrialization process, more and more land has been requisitioned, According to incomplete statistics, there were almost one hundred million acres of land to be expropriated since 1998. Hence it comes into being forty million land-expropriated farmers. However, the current land requisition policy has lagged behind the development of the market economy, the land expropriation compensation standard were very low,some resettlement measures were not implemented.the social guarantee system were not perfect, these land-expropriated farmers became those who have no land, no job, no insurance.The land is means of livehood of peasant's most important production and the development of important resources. For the public interest, the state may expropriate or take over land for public use in accordance with the law, but the interests of farmers were damaged in the land expropriation process, It triggered a lot of disputes and showed an upward trend year after year,The problem of land expropriation compensation and resettlement has been paid much attention by scholars among all circles of the societies, it become an urgent demand. Questions like how to collect the land; how to compensate and resettle these land-expropriated fanners reasonably; What is the current living situation of these landless peasants; what policy can be settled to solve the living problem of landless peasants and ensure their sustainable development. These have become the important issues that directly influence the development of state economy and the stability of society.In view of above, this article chooses to conduct the research on land compensation and resettlement problem in our country based on the sustainable development of landless peasants. Besides the Preface in which the Purposes, significance, present domestic and international research condition, means of the study are briefly discussed, this article is divided into five Parts. PartⅠmainly analyses the notions and theories related to land compensation and resettlement problem. PartⅡ, we compare and draw on the advanced experiences of land requisition compensation and resettlement at home and abroad, then analyze the principal problems in the process. PartⅢintroduce some special settle modes in some regions of China and analyze the advantages and disadvantages, then provide the counter moves and suggestions for improvement. PartⅣis the case demonstration part, combine with the case of environment management project in Mianyang City Sichuan Province, the article carry out a series of positive analysis of the case in the aspect of land requisition compensation and resettlement. Finally, according to the situation of our country, this article intend to build the sustainable development comprehensive security model for land-expropriated farmers, adjust the current policies and adopt the effective measures to perfect the land requisition compensation and resettlement problem, ensure the sustainable development of land-expropriated farmers. All these will contribute our efforts to develop the urban and rural economy as a whole and build the harmonious socialist society, this research has important theoretical and practical significance.
