Research On The Model Of Compensation And Resettlement Of Land-expropriated Farmers In Our Country

With the acceleration of China's industrialization and urbanization process, the requirements of varies of non-agriculture land are soaring. A variety of agriculture land converted to be urban use land, causing an increasing number of landless famers. It is also an inevitable phenomenon during other country's urbanization processes. In our country, losing land to a farmer does not only mean losing sources of living subsistence, but also mean huge challenges of a series of survival problems they may face in the future. Because of the urban-rural long-standing dual structure, it is very difficult for farmers to melt into cities. They have no entitled rights to enjoy city lives as the urban public. Many of them became"three-no"persons, which means"no land to grow, no job to work, no qualifications for minimum living guarantee". Their lives are facing plenty of threats. How to solve the Compensation and Resettlement for Land-expropriated Farmers has become focuses of government and the whole circles of society.This dissertation starts from the model of land compensation and resettlement, reviews the historical evolution of the compensation and resettlement models of land- expropriation, makes an empirical analysis of the current single compensation and resettlement model, summarizes the pros and cons of it, and build a "2 +1 + N" mode of the land compensation and resettlement after an empirical research of the land-expropriated farmers plus reference to foreign advances experiences( namely"2"refers to the monetary compensation and social security for the center, which are two rigid demand,"1"refers to employment support programs for auxiliary, which are selectively demand,"N"refers to combine with practice, choice freedomly other compensation and resettlement mode, which are N uncertainty can supply sexual needs ). The author also makes a concrete design of the model, and summarizes the strengths, weaknesses, opportunities and threats of"2+1+N"model after a"SWOT"analysis. In order to promote the new model, some improving policies are put forwarded here: to clarify the government's leading role in land expropriation compensation and resettlement and to ensure the work can be smoothly carried out; to establish a complete assessment mechanism of land compensation and resettlement; to establish an organization of land-expropriated farmers and to strengthen the supervision and management of land expropriation procedures; to improve social security systems of land-expropriated farmers; to improve the cultural level and to promote employment support plans of land-expropriated farmers.
