In recent years,as China’s urbanization and industrialization,a variety of non agricultural land demand rapid growth,a large number of agricultural land into the city land,resulting in the number of farmers in China is increasing,it is inevitable for each country city construction.With the rapid development of the national Changsha footsteps,in recent years the urbanization and industrialization is developing constantly,Li Tuo Township as the forefront of the development and construction of Changsha City,is one of the important areas of Changsha City East extension,construction land increasing demand.With the linear engineering,Wuhan Guangzhou battlefield and the surrounding supporting road network construction demolition,Lituo Township local farmers continue to increase,and this part of the landless peasants in Lituo township construction by the farmers into the public life,facing a transition.This paper bases on the investigation of Changsha City Li Tuo Township of landless peasants,landless peasants whose land has been expropriated after understanding the basic living conditions,analyzes the problems and causes of the landless farmers problem,the main problems are:the imperfect social security,compensation,reasonable use under the employment situation more severe,the overall decline in the level of life.The reasons for these problems can be attributed to the following aspects:land expropriation system is not reasonable,the land requisition compensation is unreasonable,the social security system of landless farmers resettlement of landless farmers,the lack of method is too single,vulnerable farmers own.Then,starting from the land requisition compensation and resettlement mode,the land requisition compensation and resettlement mode of China’s various typical,through using these advanced land compensation and resettlement experience,constructs the "land compensation and resettlement mode 2+1+X"(or "2"refers to the currency settlement and social security as the center,"1"refers to the employment support program for assistance,"X"refers to the actual,on the other mode of compensation and resettlement of free choice),and the mode of the specific design of the model,and the use of "SWOT" to "2+1+X" model of land requisition compensation and resettlement mode analysis,summed up the advantages,disadvantages,opportunities and threats of the mode of existence,and facing the plight of landless peasants supporting township to solve problems and threats and the Li,put forward the corresponding countermeasures and suggestions:to establish reasonable land requisition system,improve the land requisition With the compensation measures,improve the social security system of landless peasants,the establishment of a diversified land acquisition and resettlement methods,improve the cultural level of land acquisition farmers,to support employment.
