As we enter the " Twelfth Five-Year " period, China has made fundamental change in economic and social development. The process of urbanization in rural areas is speeding up. As the promotion of industrialization and urbanization, mass of agricultural land became non-agricultural with a result of many farmers losing their land. Because of the lagging land acquisition system mismatching, large amount of land-expropriated farmers, and relatively low compensation of resettlement fee, and the ineffective resettlement for land-expropriated farmers, the poor re-employment ability of land-expropriated farmers, incomplete social security system, many land-expropriated farmers has turned to be the vulnerable group with no land, no job and no social security. The problem of land-expropriated farmers has turned to be an important factor affecting economic development and social security.How to compensate and resettle the land-expropriated farmers reasonably? How to solve their surviving and developing problem practically according to the design and implementation of relevant policy system? According to the land acquisition compensation theory, taking Baoshan District as the case, making the land-expropriated farmer’s questionnaire as the sample, the land-expropriated farmers’satisfaction as the standard. I empirically analysised the process of land expropriation compensation issues. From the perspective of farmers to explore how to improve the land acquisition and compensation system. The research is divided into six chapters as follows:The first part introduced the background. Told the readers the problem is how to be put forward. Explained the purpose and meaning of the research. Assessed the idea, method innovation and deficiency of the research.The second part described the relevant concepts of land-expropriated farmers and land expropriation. Discussed the present situation and the development of domestic and foreign research situation on the land expropriation. Introduced the property right theory, land theory, diversity compensation theory, sustainable livelihoods theory and other related theories.In the third part, I made the Baoshan District in Shanghai as an example. Introduced the development process and the land use and land transactions of Baoshan District. Reviewed the relevant policies of land acquisition compensation of Shanghai. Discussed land acquisition compensation system and policy of the Baoshan District.The fourth part is to make a questionnaire survey on the land-expropriated farmers of Baoshan District in Shanghai and depth analysis it. Find out the farmers land acquisition and their survival status. Make the land-expropriated farmers’ satisfaction as the standard to explore the factor which has the greatest impact in the process of land expropriation. In other words, we want to know which thing is the land-expropriated farmers most concerned about? According to the land-expropriated farmers’ satisfaction, find out which problem still exist in land acquisition process and how can we do better.The fifth part integrated the theory with practice. Based on land compensation and other theories, according to the situation of the Shanghai Baoshan district, This is a long and complex problem.The paper proposed specific policy measures from the five aspects:land compensation program, compensation standards, policies participation, rights protection, monitoring mechanisms.The sixth part summarized the full text and made outlook of the the future development of the land system.
