In a word, the Municipal Engineering bidding's irregularities become seriously.In order to regulate Municipal Engineering bidding market, the thesis discussed the problems in the three important links of bidding firstly, which named the public bidding stage, submission of the tender stage and the bid evaluation stage. Secondly, considering the establishment of game model, the thesis analyzed that how to strengthen the legal system, to strengthen the government's supervision function, to standardize the valuation model and promote the internet bidding. Besides, the optimization for evaluation process was discussed. Meanwhile, some quantitative measures were used, such as the decision tree method, and the fuzzy precedence relation method, which can standardize the Municipal Engineering bidding market comprehensively. Finally, the thesis set an example by using the fuzzy precedence relation method to demonstrate that the method was effective so it may make the bidding more openness, fairness and justice.
