Bidding has become one of the main forms for obtaining engineering item at present, and no exception for Municipal Engineering. With the development of society, the market competitions become fiercely day by day, especially in some infrastructure projects, by which the contractors not only acquire benefits, but also create there own signs to open up new market. Therefore, these municipal items often tend to be pursued by many contractors so that many problems can be caused. Such as evading public bidding, the governments' rent-seeking, competing in unfair means or using blind quotation, and also the bribery. Besides, the existing law for Bidding is imperfect, evaluation methods are not scientific, and so on. In a word, the Municipal Engineering bidding's irregularities become seriously.In order to regulate Municipal Engineering bidding market, the thesis discussed the problems in the three important links of bidding firstly, which named the public bidding stage, submission of the tender stage and the bid evaluation stage. Secondly, considering the establishment of game model, the thesis analyzed that how to strengthen the legal system, to strengthen the government's supervision function, to standardize the valuation model and promote the internet bidding. Besides, the optimization for evaluation process was discussed. Meanwhile, some quantitative measures were used, such as the decision tree method, and the fuzzy precedence relation method, which can standardize the Municipal Engineering bidding market comprehensively. Finally, the thesis set an example by using the fuzzy precedence relation method to demonstrate that the method was effective so it may make the bidding more openness, fairness and justice.
