Nowadays,the development of Chinese economy has entered a new period.Railway development is incompatible with the development of the national economy,and this problem has become increasingly prominent.The development of the national economy and society put forward higher requirements for the development of railway construction.China's "long-term railway development plan" set new goals for Chinese railway development,one of which is increase the scale of railway network into 150.000 km,improving the construction and investment greatly.The development of bidding and bidding work for railway projects in China has undergone a long process,but there are still many phenomena that are not scientific enough and normative.The evaluation method is still some unreasonable.There is still no work in the bidding activities are not fair,unfair phenomenon,black box operations and power transactions and other corrupt practices are also repeated despite the repeated.Therefore,in-depth study of railway construction projects in the bidding process,to explore how to standardize the bidding process of railway projects is still a worthy of further study of the subject.This paper first introduces the current situation of research and development of railway engineering construction projects at home and abroad.The basic theory of bidding for construction project is expounded,and the existing problems of bidding for construction project are analyzed from the legal system level and implementer level.At the level of the legal system,the main problems are: the provisions of the law is not clear;legal and regulatory system construction is lagging behind;administrative power intervention bidding activities.At the level of the implementation of the main problems are: the tenderer to avoid the tender;tender restrictions,the exclusion of potential bidders;tender violations of their own tender and collusion bidding.Then,this paper analyze the condition of railway engineering project,the operation mechanism of railway construction market,the basic theory of bidding and construction of railway construction project,and puts forward the basic theory of bidding for railway construction project Project bidding activities and bidding activities in two aspects were described in detail.This paper analyzes the problems of bidding level,bidding agency level,bidder level,supervision and management level,bid evaluation method and bid evaluation process in the construction of railway project bidding activities,and points out that it is necessary to perfect the laws and regulations and strictly enforce the law.Standardize the behavior of the two sides of the bidding;standardize the behavior of the bidding agency;adhere to improve the prequalification system;establish and improve the evaluation of expert information database;to strengthen the standardized evaluation process management;improve the bidding and supervision mechanism;Bidding behavior of railway project.Then,this paper constructs the credit evaluation system of railway engineering,establishes the fuzzy comprehensive evaluation model based on the analytic hierarchy process to evaluate the credit of the railway construction unit,and puts forward the method of bidding and bidding for railway engineering based on value engineering Level analysis of the fuzzy comprehensive evaluation method of evaluation methods,and stressed the implementation of bottomless bidding.Finally,this paper summarizes and prospects the bidding activities of railway construction projects.
