With the development of economic globalization, deepening of division of labor specialization, mode of service outsourcing management has been widely recognized. A lot of our city in the service outsourcing as a pillar industry to develop, resulting in a large number of engaged in the service outsourcing enterprises, including information technology outsourcing and business process outsourcing enterprises. The good momentum of development, its rapid development has brought opportunities and challenges, new China however, in the face of new opportunities and challenges, China’s service outsourcing industry is facing the bottleneck of human resources, mainly manifested in the serious loss of human resources, this problem has become the key factor of restricting the development of the service outsourcing enterprises in China, investigate its reason, is the local enterprises do not have their own unique competitiveness for the staff to provide compensation system, then analyse the competitiveness of salary system of service outsourcing enterprises and competitive compensation system design study has a certain theoretical and practical significance, but the current research achievement see, the specialized study on the compensation system of service outsourcing enterprises are lack of stage.The object of this study is the core employees of service outsourcing enterprises, to identify elements of competitiveness and competitive salary system design of salary system, in order to solve the problem of the loss of human resources.This paper first introduces the service outsourcing, employees and pay the relevant theoretical knowledge of core, summarizes the outsourcing and competitive salary system research status of service, to pave the way for the follow-up work, followed by an analysis of the current compensation system of China’s service outsourcing enterprises and competitive salary system based on the research results of scholars as the basis, put forward. Factors of competitive compensation system with the method of qualitative analysis, and combined with empirical study, statistical analysis was performed to identify factors of competitive compensation system of service outsourcing enterprises through a questionnaire survey, on this basis to build competitive salary system service outsourcing enterprise model. From three aspects of the salary level, salary structure and salary content of building compensation system competitiveness. On the one hand, from the point of view of salary levels, using the method of operations research, in view of the enterprise core staff design can make the salary level and realize the maximization of the model, and the model results are analyzed. On the other hand, starting from the structure and content of salary levels, according to the service outsourcing enterprise business characteristics, define the core staff, combined with the related theories of compensation, we research and design the three core staff salary structure and content, finally to promote the competitive compensation system to better implementation, establish the competitive compensation system of auxiliary system, eventually resulted in the formation of the overall framework of competitive compensation system of service outsourcing enterprises.
