With the rapid development of economy in our country, China has entered a period of large-scale construction of the passenger special line. With the rising railway passenger flow and the gradual improvement of passenger special line network, when the traffic close to the transport capacity, the passenger special line will face to how effective management ways to improve the seat utilization rates. The main research of this paper is how to introduce the strategy of overbooking whice is success used in airline industry into our country passenger special line, and the main contents are as follows.First, the concept and the appearance and development stage of revenue management was analyzed. Forecast, pricing and inventory management these three aspects of revenue management were briefly discussed. And the paper discussed in depth the concept, the influencing factors, the benefits and risks of overbooking.Second, the definition and characteristics of the passenger special line was summarized. From the following areas for analysis:the application characteristics of the industry of revenue management, the comparison bewteen passenger special line and the airline, application environment provided by passenge special line, the paper considered that the application of revenue management and overbooking into our country passenger special line was feasible. And the paper also discussed briefly the meaning and implementation ways of and the necessity to carry out the strategy of overbooking.The key focus of this paper was as follows. Refered to the overbooking sestem of the French high-speed rail and combined with the actual situation of our country passenger special line, the paper raised the assumptions about the overbooking of passenger special line, analysed passenger booking process and overbooking patterns, and constructed overbooking model of passenger special line. And to the Zhengzhou-Xi'an passenger special line as an example, the paper used Monte Carlo simulation to compare the benefits between without overbooking and overbooking, and carryed out the relevant sensitivity analysis, drew the best overbooking rate range of passenger special line.Finally, when used overbooking strategy,the two risks, unemployed seats risk and DB risk were analyzed. And aimed at these risks, the paper proposed the scientific and effective means to control the risks of overbooking. On the basis of determining the principles in the implementation of service recovery, the strategy of passenger special line service recovery was given to increase passengers' satisfaction,loyalty and passenger special line company benefits.
