Research On Operating Costs Of Passenger Dedicated Line

In order to alleviate the status of tight transport capacity and meet the fast-growing demand on railroad passenger transportation, large-scale development and construction of passenger dedicated line has been carried on in our country to improve our comprehensive traffic transportation system and the traffic transportation quality. Now the passenger dedicated line has been in the status of "construction boom". Besides, Shijiazhuang-Taiyuan, Zhengzhou-Xi'an and Wuhan-Guangzhou passenger line have already been put into operation successively.With the progressive operation of passenger line, systematic and rational analysis about the benefits of passenger trains of passenger dedicated line helps to improve the passenger trains'economy benefits and profitability significantly, which also will make them more competitive in the passenger transport market. Based on the above, the cost-benefit research on the traffic operation of passenger dedicated line has been established in the paper.Firstly, Combined with the external features of passenger special line, the external costs of passenger special line are put forward, while the structures of the external costs and relative calculating models are also dicussed, and by analyzing the cost-benefit theory in western economics and the external costs'fluence on transport pricing and resource allocation, the necessity of internalization on the external costs of passenger special line is concluded. What's more, through analyzing the features of passenger dedicated line's operational costs and revenues, their specific contents are clarified, and then classified from different perspective. Furthermore, capital cost is an important part of traffic transportation cost for passenger dedicated line, so possible financing ways, conrresponsive capital cost calculation methods and ways to reduce it are analysed in detail.Secondly, based on the above analysis about costs and benefits, this paper studys the calculation methods of traffic transportation cost-benefits according to the operation management mode for passenger dedicated line. Relative economic indexes are also established to evaluate profitability of high-speed trains'operation.Lastly, the operational costs of Bejing-Shijiazhuang passenger line are estimated with ABC costing (Activity Based Costing). And then this paper dicusses the ways to improve the benefis of high-speed trains'operation:to raise the operational incomes and control the traffic transportation costs for passenger dedicated line rationally.
