The Study Of One HF Railway Passenger Dedicated Line Bid-section’s Cost Planning

Traditional railway construction project cost management pays more attention to"process control", but in actual, it always in a passive mode of "later control", it alwayswastes effort, and gets poor results. How to change the present status of the project costcontrol, implement project “cost blueprint" steadily, this is an issue that our country’srailway construction enterprise should think and study earnestly.This paper choose the railway construction project cost planning as the researchsubject, to conduct a systematic study. Paper first puts forward the problems in thepractice of railway project cost management,this paper expounds the necessity of costplanning and basic train of thought. Secondly, this paper introduces the basic theory ofproject cost planning and basic system, including the cost of composition, the basictheory of cost management and the basic conception of cost planning. Again, focus onthe characteristics of railway construction project cost management and cost planning,the key links in the cost planning system design and architecture. Under the costmanagement idea of "account first, work second; planning first, implementation second",analyzing systematically and planning in advance, determining the project profit andloss point, profit growth and risk point, taking corresponding measures, making strictprocess control, ensuring the project responsibility cost under control, the cost planningsystem were described systematically.Finally, taking one bid-section in HF railwaypassenger dedicated line as an empirical, introduces the theory and practice of the costplanning implement, expounded the main implementation process of the project costplanning, and does stage effect evaluation.Through analyzing and summary of the domestic railway construction project cost planning theory and practice, we get affirmation that the systematic cost planning ofrailway project cost management has important meaning. Through the study of thisarticle, we hope to provide beneficial reference to the domestic railway constructionproject cost management. At the same time, this thesis explains the research limitationsand deficiencies, and points out some problems which need to be studied further.
