At present, the railway construction is in the leap-forward development period. The project scale is larger and larger, the technology is increasingly complex, and the project quality requirements have become more and more higher. The construction process is facing more and more uncertainty. Construction stage is the most important phase of the entity quality formation. So how to control the quality risks effectively during the construction process is the guarantee to achieve quality goals. And strengthening risk management of construction quality has become an important problem that needs to resolve urgently.According to the characteristics of railway engineering and the particularity of quality risk, we use the core technology of quality management—Quality Function Deployment method to analyze the quality risk of railway construction project. The paper structures a quality risk management process model based on QFD, and applies the model in the Beijing-Shanghai high-speed railway construction project. In view of the characteristics of Beijing-Shanghai high-speed railway construction project, we integrate the historical literature analysis, brainstorm, interviews and field survey method to identify the main risk factors that may affect the construction quality. Based on the establishment of quality characteristics and risk factors correlation matrix, we obtain the relevant assessment data by questionnaire. The paper uses the House of Quality model to analyze the interrelationship of the quality characteristics and risk factors, and calculates the importance weights of each risk factor. It evaluates synthetically from three aspects that include the importance weights of the risk, the probability and severity of consequence. Finally, we find that the materials, the basic essence of the operating personnel and the technician are the key risks, and propose some corresponding countermeasures such as qualification management and training appraisement.Through the application of QFD method in the Beijing-Shanghai high-speed railway project, the construction corporation could understand quality objectives and quality requirements more clearly, and find the key risk factors to influence the achievement of quality objectives. They can put the limit human and material resources on the key quality requirements in order to achieve the project quality objectives furthest. It proved that the method has some validity, hoping that it can guide the quality risk management of railway construction project in the future.
