A Study On Developing And Upgrading Of Brush Industrial Cluster Of Tongcheng In Anhui Province

This paper concerns developing and upgrading of brush industrial cluster of Tongcheng in Anhui province. Brush industrial cluster of Tongcheng originates in 1970s. Since the late 90's it has gained fast development,and now it has become one of the local pillar industries, which greatly promoted the economic development of Tong Cheng. Tongcheng part of the current brush products sales share of 60% of the domestic market. Up to 2009, the number of small, medium and large enterprises registered in the business sector in Tongcheng has added up to 982.These enterprises employ nearly ten thousand of people,and their annual output value reach 1.2 billion yuan.In recent years the number of enterprises in Tongcheng brush industrial cluster maintains a rapid growth.The whole production capacity is also substantially increasing. But the problems seriously restricted the development and upgrading of brush industrial cluster of Tongcheng gradually exposed, such as the lack of innovation capacities, the low price competition among the brush enterprises, the role of intermediaries and other issues. It is significantly meaningful to fully solve these problems to promote the healthy development and upgrading of the brush industrial cluster, enhancing the competitiveness of the cluster and avoid the possibilities that it will head toward recession before it reach its mature stage.On the summary of the cluster theory and upgrade theory, this paper focuses on the status and the main problems Tongcheng brush industrial cluster faced. I use regional Gini coefficient, and cluster indicators and other methods to determine the development of cluster levels and stages of the life cycle in which that Tongcheng brush industrial cluster is currently in the rapid growth stage of the life cycle; paper then introduce Yuantan brush industry base of Qianshan County in Anhui Province,and sum up the successful experience of its development. Finally, the paper pointed out that we should learn from the experience of Yuantan brush industrial cluster, and then propose targeted measures to the development and upgrading of Tongcheng brush industrial cluster in the aspact of product and process upgrading, improving cluster innovation capabilities and strengthen the role of government and industry associations and other aspects.
