Research On The Influencing Factors Of High-tech Industrial Cluster Upgrading From The Perspective Of Global Value Chain

Since the reform and opening up,China's economy has experienced the golden period of its development,but after the economic takeoff,there comes a large number of resource waste and environmental pollution,especially in the last two years,the contradiction between environmental protection and economic development reached its peak.In order to get rid of this situation,we must change development thought,adjust the economic structure,replace the low-tech,high consumption and pollution of low value-added industries with more high-tech,low pollution,low resource consumption of high value-added industries.The changes of the environment also decided the rise of high-tech industry is the main solution to change the existing industrial structure of China.Unfortunately,High-tech industry started late in China,many of the core technology and key business are in the hands of the developed countries,resulting in a lot of industrial clusters is not dominant in the global competition,often locked in the low-end of the global value chain.In order to break this situation,it is necessary to find the key factors to promote the upgrading of high-tech industrial clusters.This dissertation collates and summarizes the domestic and foreign related literatures about the upgrading of industrial clusters on global value chain,combining with the theory of global value chain and industrial cluster theory,constructs a model that promotes the upgrading of high-tech industry cluster,including the characteristics of global value chain,government policy,market demand,technological innovation,and resource.Then,this paper takes the high-tech industry in Zhongguancun Area as the empirical object,and makes a statistical analysis of the relevant data,proving that technological innovation,government policy and capital resources have a positive effect on the upgrading of industrial clusters,and inappropriate human resources have negative effects.At the same time,combined with the typical cases of Zhongguancun mobile Internet industry cluster,the experience has been introduced.Based on the theoretical analysis and empirical results,this paper puts forward some suggestions to promote the upgrading of high-tech industrial clusters in the global value chain.
