Therefore, correct selection and actively promote the development of the regional leading industry is an important issue which each region should not be ignored.Based on subjects such as industrial economics, regional economics, development economics, on the basis of theoretical support, first of all a clear connotation of leading industry selection, combed the leading industry correlation theory is reviewed, and then analysis, summarizes the influence factors in choosing the leading industry in county area, and then determine the county’s leading industry choice datum, finally on the basis of the county leading industries choice set up index evaluation system, and analyzes the feasibility of the index system and specific practice.Based on huaining county as an example, this paper will build a county leading industries choice method and huaining county leading industries choice, using factor analysis method, through the SPSS17.0statistical software for14selected industry sector of11indexes data computation analysis, huaining county, through quantitative analysis of each industry comprehensive score, huaining county, so as to determine the leading industry choice.Finally, on the basis of quantitative analysis, combination of huaining county natural social and economic conditions, national policy guidance, comparative advantage factors, using qualitative analysis method to the development of leading industries in huaining county, puts forward related Suggestions.
