A Study On Industrial Clusters And County Economic Development

Since the eighties of the 20th century, the development of economic globalization changed with each passing day. As the production factors and resources in the whole world flowing fast and smoothly, the economic development of the world takes on a great trend of integration, specialization and centralization. In this fast-developing trend of international economy, industrial clusters, as a kind of important economic phenomenon, have already been a important subject studied by academic circles and governments for economic development. The economic development courses of the countries all over the world proves that the fast shaping and developing of industrial clusters has already been a core impetus of driving regional economic development, and causes a very important function in promoting the competitiveness of the regional economy and industry.The phenomenon of industrial clusters is studied early abroad, and has already been proved to be a kind of effective mode promoting the regional economic growth. The county economy as a kind of special pattern of regional economy of our country, is the basic unit in China's political, economic and social system, and it is a significant composition of our national economy. The experience of historical development tells us that, industrial clusters have important functions on regional economic growth, the theory of industrial clusters should be applied to the county economy, industrial clusters can be used to be the strong engine that propels economic development of the county. It also generates significant meanings of optimizing county economic structure, promoting industrial competitiveness, and driving county economic growing healthy and fast.Huaining county of Anhui Province had a fast development since the end of the 1990s, especially after the new county relocation, the economy and society started to make rapid strides, and gross national product, fiscal revenues and urbanization levels had reached to a new high level. The economic growth of Huaining county mainly stemmed from accelerating industrial clusters, so this paper take Huaining county as an example, carry on some research to the relationship of industrial clusters and county economic development.About the functions of industrial clusters promoting the county economic growth, domestic and foreign scholars have done a large amount of research, they all think industrial clusters can produce many kinds of effects to promote the county economy. Though this kind of view has got extensive approval, it is only the one-way research about impact that industrial clusters cause to county economic development, ignoring the acceleration that county economic development generate to industrial clusters. On the basis of the analysis on economic development of Huaining county, this paper propose that the real relationship between county economy and industrial clusters is that the county economy has developed into a certain stage that started to accelerate the industrial clusters shaping, and the shaping of industrial clusters has driven the sustainable development of the county economy in turn. Their relationship is a certain interactive one of mutual promotion and co-development.So doing research on the interactive relationship between industrial clusters shaping and county economic development can cause highly significance to increase the GDP, accelerate the pace of economic development and realize "emerging with scientific development, accelerating Huaining to top ten" short-term goal.Through analyzing principal features of county econemy, combined with specific conditions of Huaining county, the text propose suggestion of accelerating industrial clusters shaping pace, it not only provide some references for Huaining government making development decisions, also can be a practical guide of domestic county economic development.
