Study On The Development Of New-typed Group Towns In The Xinjiang Production And Construction Crops

The Xinjiang Production and Construction Crops (XPCC)is a semi-military reclamation force with armed forces. It is a special organization which is combined with local government and military enterprises. The XPCC has its unique nature:the military forces have no military expenditure, the local governemts have to pay taxes, the peasents have to take part in the labour union and it the local enterprises that promote the social development. Besides its own development, the XPCC also has to undertake such important historic mission of "Reclaim Land" and it plays a vital role in protecting the economic develoment and social unity and stability of Xinjiang Region. In order to implement the construction of new socialist countryside spirit combined with the actual Crops, the Party Committee of the Crops has put forward the overall objectives and requirments on the construction of the reclaim-land-typed new mission fields, and has proposed specific objectives and tasks on promoting the construction of new-typed mission fields. The conctete mission is that:during the "Eleventh Five-Year" Period, the Crops has to achieve the "Six-new" objectives, which are the formation of a new pattern of economic development, the opening up of the new avenues for income workers, the training of workers for the building of mission fields, the promotion of new development of social undertakings, the creation of a new environment of workers living and the creatiion of a new situation in the border areas and safeguard stability. If the XPCC takes great effort to develop the construction of small-scaled towns, it can not only promote the adjustment of industrial structure Crops, to great extent, it can improve the production and living conditions of mission field workers so as to promote the rapid economic progress of the Crops and even the entire Xinjiang Region. Besides, it also can enhance the cohesion of each group field among the Crops, stabilize the ideology of mission field workers, enforce their confidence in serving and constructing Xinjiang and try their best to maintain unity and stability in Xinjiang and the excellent situation in frontier as well as the safeguard national unification. Therefore, speeding up small towns in Xinjaing Crops has far-reaching political and economic significance.The construction of small new-typed mission town can greatly promote the rapid development of Crops mission field, increase the workers' present income so as to enchance local comprehensive competitive capacity among Crops. Enhence, deep investigation on the development of small new-typed mission town has an important actual significance in promoting the economic development and creating harmonious society among the Crops.The construction of new mission field town should appeal to the developing demands of the special Crops system. Concernig such factors as the Crops orientation selection of new market development as well as some external environmenal factors of human environment and infrastructure, concerning the reality of new-typed Crops field, the paper set the new-typed mission field ----the twelveth mission field in the 1st Agricultural Division in the XPCC as an example. It focused on the aspects of the general situation, functional orientation and existing problems by using analysis and synthesis methods to combine the theoretical analysis result and practical investigation result. After detailed analyzing the development of the twelveth mission field in the 1st Agricultural Division in the XPCC, we draw the conculsion that the developing mode of the twelveth mission field should be a town of ecosystem services. We also propose some countermeasure suggestions for the development of the twelveth mission field.The study method is carried out under the direction of these related theories of point-axis theory, industry aggregation theory and sustainable development theory. What's more, the speciality of Crops and the reality of the twelveth mission field also play important roles. In order to achieve higher starting points and higher level requirements for the development of Crops mission fields, the Crops must adhere to the planning, construction and management trinity. Rational planning, careful design and strict management can play on the central city function and radiation effects so as to achieve the healthy interactive development of economy, sociey, culture and nature as well as the harmonious living environment among the Crops mission fields.
