Since the Industrial Revolution, human beings had created lots of material wealth, while the same time, negative affects of external environment has become the more prominent issue, such as the frequent outbreaks of extreme natural disasters. The sustainability of the world, and its survival as well as development is increasingly threatened by climate change. As International Panel on Climate Change (IPCC)'s reports confirmed many times, the greenhouse gas (GHG) caused by human activity dramatically increased in emission is the main factor of global climate change. In this context, the growing number of scholars and government agencies began a reflection on the traditional development track, and the concept of "low-carbon economy (Low-Carbon Economy)", which characteristics of high performance, high efficiency, low emissions, that began in the world widely disseminated to achieve economic growth and social operation as well as the "low carbon" has become the consensus of the new century with the trend.This paper targeted at low-carbon economic development framework, the development of biomass energy options as an entry point, and views on the study of public policy:In contents of this study, this paper describes the development of climate change challenges of the world, and for low-carbon economy form the international and domestic context, it clearly is an effective solution and a way of sustainable development. Secondly, climate change, low carbon economy, the concept of biomass energy, etc., are all defined meaning, and clear of its subject and the need of government actions. Through the fundamental theory like public economics, resource economics and environmental economics, analytical "low carbon" connotation and extension are all under this support; through technological innovation and institutional building of the possibility of low-carbon development path, chozen to biomass deconstruction is a macroscopic energy development breakthrough. Again, low-carbon economy as a new development way, the concept in the country is not so long, but its concerning has become the focus of research and discussion; the development of LCE in China has just started, but it inherited the sustainable development of content and objectives, along with China's economic transformation, innovation and the building of society are even more important. Therefore, this model from the energy structure, industry structure model, economic and technical means, such as several low-carbon development are summarized in terms of bottlenecks and constraints. Thirdly, through the case study of Chizhou biomass power station, it's necessary to discuss what are the enterprise's facing problems and what assistance the government should be given to. Finally, drawing on international experience of advanced countries and through tools as tax incentives, financial subsidies, low-interest loans, mandatory quotas and international cooperation, measures to build our comprehensive service and support system for low-carbon economy will be voicedIn the study methodology, this paper mainly uses the combination of standard analysis and case studies, on the one hand, based on the study of scholars from demosted and abroad, more macroscopic and systematic view as wellas the status of low-carbon economy would be grasped. On the other hand, from the micro point, the case study of Chizhou biomass power plant will detail the problems and needs of individual enterprises in the development of low-carbon economy, and its concultion will be used to design and improve our security system and public service system.
