Since the implementation of reform and open policy,Chinease economy has developed rapidly,economic construction has made major achievements that attracted the world's attention,this is indispensable fact.At the same time,we have payed a heavy price.The development of our economy is at the cost of high consumption,it brings heavy environmental and ecologic problems.Various energy(in particular non-renewable fossile energy, as coal and oil)has been used and gone to used up with alarming speed,a lot of scholars have realized energy would be one of critical restrictions of development of our future economy.Our energy structure takes coal as the principal thing, coal is non-renewable energy, practising strict economy and increasing the efficiency of energy-using are the main ways to achieve energy sustainable development.But saving is limited, the prerequisite is assuring the development of national economy; demands development of technology,but development of technology demands a long process.Further,taking a long view,by all means saving and increasing the efficiency of energy-using,non-renewable energy will deplete in the end.Therefore,the basic path of energy sustainable development is spraing no expense in developing renewable energy and looking for new alternative energy sources.Renewable energy plays vital role in energy sustaibable development strategy.Jiangsu province is a high energy consumption province,at the same time it's a energy sources deficiency province,it's a typical energy input area,how to sovle energy supply and demand problems affects present Jiangsu province economy development directly,and it's a important restraint factor of sustainable development of Jiangsu economy.Moreover,95% of coal consumption in Jiangsu is raw coal,it's burnt directly and indirectly,atmosphere is soot pollution at all times, total suspended particulates or inhalable particulate become chief contaminant to affect the whole province air quality. At the same time, coal is important factor of producing acid rain.Biomass energy is that energy is contained in biomass,it's that plants store chemical energy inside by transforming solar energy to chemical energy through marennin.Biomass energy is renewable energy,usually includes:wood and forest industry wastes;agriculture wastes;water plants;oil plants;city and industry organic wastes; animal wastes.Our country is agricultural country, biomass energy resources is rich, biomass electric power generation industry is promising,it has important meaning in promoting new country construction, replacing fossile energy, improving ecological environment.Wujiang city is in southeastern Jiangsu Province, water resource is extremely abundant. Along with the rise of the living standard of peasants and transformation of way of energy use,animal wastes and crop straws bring growing problems in environmental protection.Animal wastes abandon at will,pollute water environment heavily. Crop straws burns directly in the field brings asmosphere pollution and fire safety problem,even affects traffic safety and the mass health,it's a long-term ubipuity problem but can't solve effectively. Developing biomass electric power generation industry can solve forest and agriculture wastes effectively,reduce greenhouse gases emission, improve the environment obviously.This paper takes Wujiang city as example,researches necessity and practicability of it's biomass recycle economic system construction.Necessity starts with Wujiang city society-economy-energy-environment system analysis and water environment fator analysis, it clarifies the urgency of it's biomass recycle economic system construction; practicability starts with Wujiang city biomass resources possessing capacity, way of biomass recycle economic system construction, financing channel and policy support, it clarifies the practicability of it's biomass recycle economic system construction.
