In the construction socialism new countryside process, the purpose is to improve the competitiveness of agriculture, promote the income of peasants, narrow the gap between urban and rural areas, finally achieve the whole rural economic development. The agriculture was weak, the farmers in a weak position, but the government can solve the major problem though the method of fiscal expenditure to subsidize the agriculture and peasants, thus achieved the increase farmers' income, the purpose of the gap.We use the theory of public finance, and select the data of 1995-2009 Government of China's fiscal expenditure to farmers and farmers' income,and pull in the model geo-spatial factors, use of the cross-sectional data to analyze in different provincial financial support for agriculture to farmers revenue impact.The first part is the introduction. We give the research's background and significance of domestic, the literature review about the foreign and the domestic, this study proposed ideas. How to improve the income of farmers and reduce the gap between urban and rural areas have become the most important task of the year. As the government, how to increase rural incomes is a quite realistic and the subject. We found that the current results is mainly related to the whole of the country though the home and abroad research literature review. So in this paper,we attempts to introduce geo-spatial factors to the income model,in order to seek out the income of the farmers of China's financial support for agriculture and space-related issues.The second part is the relevant theory. We review of market failure and the theory of public goods, and combined with its own characteristics of agriculture, from the theoretical analysis of the financial support of agricultural development and rural incomes is necessary. The risk of the agriculture is big, and the production efficiency is low, the government through the financial to support agriculture, helped to lighten the farmers' burden, causes the farmer to better improve family business conditions, also helps to stimulate the rural consumption. Then based on economic geography approach to econometric model building space, select the number of economic indicators, from financial support for agriculture, investment in fixed assets, human capital investment to explore the effect of financial support for agriculture.The third part is the financial support for agriculture over the years. We analyzed the financial support for agriculture in China over the years, the absolute shows a increasing trend, but the growth is always backwardness, and there are more serious problem in supporting structure and system, and finally learn from foreign government financial subsidies to farmers. We have to pay attention to the education of agricultural science and technology and capital investment, improve agricultural productivity and competitiveness.The fourth part is the income of rural residents in China Spatial Correlation Analysis. Due to the development of agriculture itself with the increase in the price of agricultural products, the income of the peasants got great ascension, and in traditional agriculture challenged, large numbers of rural surplus labor out jobs, and non-agricultural income has become the main part of farmers' income, and through exploratory spatial data analysis (ESDA) found that farmers in each province of income that exists between the level of positive correlation between global phenomenon, most of the eastern coastal areas there are high value of the agglomeration phenomenon, and the western region will gather at the low state.The five part is the Financial Support to Agriculture and heterogeneity of the income of farmers. We use the data of 1994-2007 fiscal year and the income level of farmers and other agriculture-related come from studies of the overall income of the farmers fiscal impact on the intensity, The government's financial input can improve the net income of farmers, fixed asset investment also can directly on the effect of the farmers themselves, but too much demand of rural surplus labor to the whole economic growth is a negative impact. Then use geographically weighted regression (GWR) model attempts to calculate the financial support of different provincial agricultural efficiency, analysis of the differences between provincial.The six part is the conclusions and implications. The government must improve their system and increase financial support of agriculture and rural education input, and completes the transfer of rural surplus labor, and to reduce the gap. Finally, this paper summarizes the main conclusions and make relevant policy recommendations and to propose directions for further research paper and weaknesses.
