The Research On Socialized Distribution Of State-owned Capital Gains

Because of the research of state-owned capital gains is the state-owned enterprises to use state-owned assets management gains, most of these assets exist in the state-owned enterprises, and therefore, this study of the state capital is in the state-owned enterprises.In recent years, the state-owned enterprise reform has achieved great success in the economy, but the fruits is shared only by a handful of people. After the reform of profit delivery, the state-owned enterprises did not turn over a penny to the Government for 14 years, the money was left in the enterprise, the mechanism of state-owned enterprises as "internal sharing " and "internal control ". With the gradual deepening of the reform of enterprises, the allocation of state capital gains is especially important.December 11, 2007, the Ministry of Finance and the State-owned capital management committee release a paper of the "The approach of management on central state-owned capital gains received" Since then, the central government enterprises, the Government will pay different proportions of the state capital gains, which is the first state-owned enterprises paid dividends to the state, indicating the end of the country "only invest not income " era. In essence, the profits of state-owned enterprises can only be used for the general welfare. But the current situation, the results of state-owned enterprise reform did not enjoy by the whole society, I raised the thinking on this issue: whether the benefits of state-owned capital should be enjoyed by the whole society of people? If so, how to distribute of the proceeds.Based on these two ideas, I wrote a paper put forward the opinion of state-owned capital gains distribution to all people, and analysis of this argument, in order to operate in both theoretical and practical feasibility. Firstly, I will explain capital gains distribution of Marxist theory , answer the fundamental issues as state capital, state capital gains these, which derived the distribution of state-owned capital gains. In this paper, I will start with the world capital gains on the management of state-owned distribution system, research the Western capitalist countries state-owned capital gains distribution system and to find out where our country should learn. Then back to the domestic perspective, to the historical evolution to review the state-owned capital gains distribution, to re-position income distribution of the status of state-owned capital and management system, then analyse existing distribution system comprehensively. Then the next chapter, from the state capital gains between the national and enterprises, between state-owned enterprises,between enterprises and personl, focusing on analysis of problems and causes. Finally, based on the above basis, proposed to build the state-owned capital gains distribution of social suggestions and countermeasures.
