Minimum social security is the aid provided by government to the poor people whose income is lower than the average minimum living standard. The aid has a great meaning on reducing social contradictions, on promoting the harmonious development of society, and on the healthy and stable economic development. Our country also pays much attention to the commonweal of the society, to concern the poor people whose income is lower than the basic consuming line, and to guarantee the very basic consuming need of residents. With the development of the economy and the improvement of living standard of people, there is an important realistic meaning on the research of the minimum social security and relational structure problems by using the revised ELES model. On one hand, this research provides a methodology to the researches on the system of social security, hence enrich the system content of the minimum social security which not only include the amount of fund, but also include living standard of people; on the other hand, this research provides related methods and policy advices for the establishment of a reasonable system of minimum social security.Western countries have a long history on the minimum social security. Many professionals and notable economists have been working on the detailed researches of the minimum social security and the social commonweal which are the inevitable outcomes of the socialized capital massive producing. In our nation, there have been many literatures on this topic:a lot of notable professionals proposed related theories and policy advices of the establishment of the social security in our nation with the reference of the western experience of social security and the reality of our nation.At the current time, the line of the minimum social security in our nation is not able to satisfy the level of the living standard of the poor residents. The system of the minimum social security has a lot of loopholes. This article combines different substitution effects to revise the traditional ELES model. This modification is the innovation of this article. Two ELES models are used to analyze the minimum social security of the rural residents from 1999 to 2008 respectively. Then the article uses suitable weights to weight the two results, and analyzes the changes of structure of eight goods in detail. For different degree of necessary for these products, our government would set different measures. For example, our government must guarantee the minimum money for foods while we could introduce preferential policies for some other products. In addition, I will compare the different about the minimum social security between rural and country, between China and the United States. According to the model analysis, we get correlatively policies and measures to promote the speed of building the system of minimum social security and guarantee very low-income people can maintain their daily livings.
