The paper is mainly about the application of Assess Center based on the competency model in D company. The related research achievement by domestic and foreign researchers is studied, and the application of Access Center at home and abroad, especially in telecom industry of China, is studied.We investigate 49 telecommunication companies in China by telephone interview, and the statistics methodology is used to get the conclusions on the application of Access Center in the telecom industry of China. The SWOT analysis is conducted on the human resource of China Mobile, and the necessity of applying Access Center for D company is demonstrated, based on the BEI and human resource measuring result of a former project.The whole program of establishing an Access Center for D company based on the competency model is designed. The indicators suitable for the evaluation by Access Center techniques are selected, based on the competency model of the administrative staff of D company. Several situational simulation tools are integrated to construct the test program for D company. The evaluation rules and indicators for the evaluation of the administrative staff of D company are designed in details.The implementation program of Access Center is proposed, including previous preparation work, requirements for place and staff, feedback of evaluation results, and implementation procedures. The cost analysis of construction and implementation of Access Center is presented. Finally, several suggestions on the establishing mode of Access Center in both D company and China Mobile are provided.
