Since the beginning of the 21st century,the CPC Central Committee and the State Council have attached great importance to the reform of talent evaluation mechanism and the introduction of advanced talent evaluation technology.The reform and development of enterprises under the "new normal" need to be supported by talents.As a large state-owned enterprise,the strategic development and business restruction of Y electric power enterprise under the background of deepening the reform of electric power system must be supported by high-quality personnel.Therefore,establishing a scientific and effective talent evaluation system,optimizing the allocation of talents and improving the overall effectiveness of talent management are the strategic tasks and key factors to promote the long-term development of Y electric power enterprise.The assessment center is a multi-dimension,multi-method and multi-expert evaluation technology,which is highly distinguishable,reliable and valid.Many enterprises have taken it as an important basis for decision-making in human resource management.The purpose of this paper is to put forward the application strategy of the assessment center in Y electric power enterprise,such as its direction and method,the preparation of its software and hardware technology,the training of its corresponding team of assessors and the operation of its management system.Through investigation,interview and questionnaire survey,this paper analyses and evaluates the current situation of talent evaluation in Y electric power enterprise from the aspects of organization and application of evaluation work.On this basis,the application strategy of assessment center in Y electric power enterprise is put forward,including the function of assessment center,the development of content elements such as competency model,evaluation method,question bank,assessor team,hardware facilities,and operation management system.Finally,the application and effect of assessment center in this project are described in detail,taking the selection of high potential reserve managers in Y electric power enterprise in 2018 as an example.
