Research On The Rural Social Assistance Policy Of The Communist Party Of China Since 1949

Since the seventeenth National Congress of the Communist party of China, rural social assistance has been increasingly put on the important position of the party's and the government's work. China is a traditional agricultural country, rural social assistance play an important role in the basic living of farmers. To deeply study of the rural social assistance policy since the founding will not only contribute to improve the rural social assistance system, but also be the needs of promoting rural economic development and the social stability, and the fundamental needs of building a harmonious society.Chinese traditional and modern social assistance minds and the west Marxism social assistance minds exert great influence to social assistance policy of the Communist Party of China.In early before the founding, the Communist Party of China embarked on the work of social assistance for vulnerable groups , providing experience and reference for the rural social assistance policy of the Communist Party after the founding.Since the founding, the rural social assistance policy of Party has experienced a tortuous development process: from 1949 to 1956, rural economy of China based on self-employed, the rural assistance work for vulnerable groups adopted a "self-help production, assisted by national necessary relief" assistance policy; from 1956 to 1984, as rural of China universally practising agricultural cooperation movement and the collective economy expanding, the rural social assistance policy of Party added an relying on the collective content, and formed an assistance mechanism walking on two legs "relying on collective, relying on state" . During the period of "great leap forward" and the "cultural revolution" ,because of that Party made mistake estimate to the situation at that time, the rural economy was damaged, and the rural social assistance work was once ruined; from 1984, With the legalization gradually accelerating and the market economy universal establishing, the country progressively assumed the subject obligations of the rural social assistance, and the rural social assistance policy entered a new period of healthy development.Since the founding, the rural social assistance policy of Party played an irreplaceable role in the assistance for rural social vulnerable groups, and Safeguarded their rights can be realized, and gradually established a comprehensive life support system. However, the rural social assistance policy exists lack of non-standardized long-term mechanisms, and it needs us to promote the stability and long-term of rural social assistance policy through the construction of legalization and institutionalization.
